Valuing Equality and Diversity

NHS Lincolnshire is committed to developing an organisational culture that promotes Equality and Diversity. As a public authority it is a legal obligation under existing legislation to promote equality in the area of disability, race and gender. We have developed strategies and initiatives in line with current legislation that set out how we meet the duties and are extending this to include other areas of equality we cover, namely, age, religion or belief, sexual orientation, homeless and carers.

NHS Lincolnshire embraces and will aspire to become an exemplar organisation in relation to our business planning processes and equality and human rights.  Equality and Human Rights is integral part of NHS Lincolnshire’s organisational culture. This will be measured through impact assessing our commissioning decisions and publication of progress against the duty on our website.

We are committed to ensuring that all our staff has the skills, knowledge and support to commission services that are fair and equitable whilst respecting individual needs regardless of their race, disability, age, gender, sexual orientation, or religion or belief.

Our Engagement on the Objectives and Equality Delivery System (EDS) Plan

Engagement on the objectives and EDS Plan was carried out with a range of stakeholders using a range of methods, to include a stakeholder event on13 June 2011 to gain the views of people with protected characteristics about the performance of the NHS in Lincolnshire against the four goals and 18 outcomes of the EDS. In all, over 100 individuals took part. The stakeholders who gave their views included the following:

  • Patients
  • Carers
  • Community and Voluntary Groups
  • NHS Lincolnshire Staff Members

Stakeholders were asked for their views in respect of:

  • What they liked about NHS Services in Lincolnshire
  • What further improvements NHS Lincolnshire should make
  • How NHS Lincolnshire should involve and get feedback from everyone

Further detail of the sample feedback received from patients, carers and community groups can be found in Appendix C and sample feedback from staff can be found in Appendix D, of the NHS Lincolnshire Equality and Diversity Strategy along with the organisation’s approach to equality and diversity; both as an employer and as a healthcare commissioner.

NHS Lincolnshire Objectives and EDS Plan

We have a commitment to ensure that equality and diversity is integrated at the core of our business so it is ‘everyone’s business’ and responds to the needs of our staff, stakeholders, patients and their representatives and the public. Through our comprehensive engagement activity we, therefore, welcome the opportunity to publish our Objectives and EDS Plan; and, within this, we include our priorities and actions from within our Single Equality Schemes:

Workforce Monitoring

Keeping people updated on our delivery against the Objectives and EDS Plans

We have a range of communication channels in place (for example, printed publications for staff, patients and the public, the organisation’s website, email, regular meetings). These means of communications will enable us to share information to all stakeholders on the progress being made on our EDS Plan 2011 - 2013.

An EDS Governance Group has been established, including a Community Panel, made up of Lincolnshire Local Involvement Network/HealthWatch Pathfinder members, representatives from stakeholder groups and members of NHS staff.

Hence the governance for Equality and Human Rights in NHS Lincolnshire is as follows:

EDS Governance Group
and Community Panel

County-wide Equality and Human
Rights Network

Steering Group

Working in partnership with the public sector, the local HealthWatch Pathfinder, third sector community representatives to regularly review and adapt communication and engagement channels with stakeholders, patients, their representatives and the public will be an important part of our work.
